Rinse basmati rice until the water is clear.

Heat pressure cooker with oil or ghee, add spices, and cook until fragrant.
Sauté onions until soft, then add green chilies and ginger-garlic paste.
Add vegetables and sauté briefly.
Season with salt, add boiled peas, and mix well.
Pour in water and bring to a boil.
Add soaked rice and simmer until cooked through.
